ACORN MEMBERS DISCUSS TENANT ORGANIZING, AGI DISPUTES AND HOUSING PRESSURES IN HAMILTON

On March 12, members of ACORN Canada gathered for their monthly Hamilton chapter meeting to discuss tenant organizing efforts, Above Guideline Increase disputes, housing policy updates and broader concerns about affordable housing in the City.

The meeting brought together members and residents to share updates on building-specific issues, neighbourhood campaigns and organizing strategies. ACORN is a national advocacy organization that works with low- and moderate-income residents across Canada through local chapters focused on housing, affordability and tenant rights.

Much of the discussion focused on tenant organizing and ongoing housing issues in specific Hamilton buildings. ACORN shared that tenants at 10 Ben Lomond Place had successfully reduced an Above Guideline Increase (AGI) at the Landlord and Tenant Board (LTB). Organizers also said that a hearing expected for 849 Concession Rd. had been delayed.

A tenant from 622 Upper Wentworth St. then raised concerns about confusion surrounding an AGI that building management said was now due. The tenant said he was unsure whether the increase had actually been approved but that when he contacted the LTB he was told that if it had been approved, he could still be required to pay retroactively for the period when he had withheld payment.

The same tenant also described changes that followed a management takeover by Drake. He said previous staff had been removed and that tenants were left with the impression the company wanted annual rent increases of five per cent. Organizers noted that Drake has now agreed to meet with tenants alongside ACORN representatives.

The meeting also included an update on traffic safety concerns along Mohawk Road. Organizers said a petition on the issue has now collected more than 100 signatures. According to ACORN staff, the campaign is focused on speeding, road design, visibility and pedestrian safety, particularly near crossings and schools.

Housing policy campaigns were another major focus of the meeting. Organizers provided updates on Hamilton’s Safe Apartment Buildings By-Law, which is intended to introduce standards and registration requirements for apartment buildings across the City.

The meeting concluded with a call for attendees to complete ACORN’s Protect Affordable Housing survey. Organizers said the survey is part of a broader effort to document the loss of affordable rental housing and build support for stronger tenant protections.

The main feeling I was left with was how normalized it seems these problems have become. Tenants were talking about AGIs, weak communication, delays, pressure tactics and building conditions in a way that sounded routine. 

The trailer park discussion felt especially urgent but it still connected back to the same larger problem(s) of people being pushed around or taken advantage of while trying to hold onto housing they can afford.

A lot of the meeting was people trying to fill in gaps for each other, whether that meant explaining AGIs, talking through landlord behaviour, or sharing what had happened in their own building. That made the whole thing feel less like a formal meeting and more like people gathering to make sense of a system that is hard to navigate on your own.
